Srinagar, July 12, 2024 (KNB): The Transport Department of Jammu & Kashmir has issued a stern advisory to parents, urging them to refrain from allowing their minor children to drive two-wheelers or four-wheelers. This move aims to curb the growing trend of underage driving, which poses significant risks to both the minors themselves and other road users.
The advisory highlights that permitting minors to operate vehicles not only endangers their lives but also poses a threat to pedestrians and other commuters. The department emphasized that such actions constitute a serious offense under the Motor Vehicles Act, 1988, and can attract severe punitive measures.
Section 199A of the Motor Vehicles Act, 1988, explicitly states that if a juvenile commits an offense under the Act, the guardian or owner of the vehicle is deemed guilty. The guardian or owner can face penalties unless they can prove the offense was committed without their knowledge or despite their efforts to prevent it. Key penalties include imprisonment for up to three years and a fine of twenty-five thousand rupees. Additionally, the vehicle’s registration may be canceled for twelve months, and the juvenile may be barred from obtaining a driving license until the age of twenty-five.
The advisory calls on the general public, particularly parents and guardians, to strictly adhere to these regulations to avoid legal consequences and ensure the safety of their children and others on the road.
Transport Commissioner Rajinder Singh Tara issued this advisory, underscoring its importance for public safety and compliance with the Motor Vehicles Act. The department urges everyone to take this matter seriously and contribute to safer roads in Jammu & Kashmir.-KNB
