Bilal Bhat Urges J&K Government and KPDCL to Allow Smart Meter Connections on Part Payments; Seeks Amnesty for Vulnerable Families

 

Ganderbal :Campaigner, Social Reformer cum Motivational Speaker Bilal Bhat has urged the Hon’ble Chief Minister of Jammu & Kashmir, the Chief Engineer, KPDCL, and the Managing Director, KPDCL, to consider providing relief to financially vulnerable households by allowing smart meter connections/reconnections against part payments and introducing a suitable amnesty or relief mechanism for deserving consumers.

 

Bilal Bhat said that he has received hundreds of phone calls and personal visits from people belonging to different sections of society, particularly poor and low-income families, who are facing considerable financial stress due to their inability to clear their electricity dues in full.

 

“Many families are presently going through a difficult financial situation. They are willing to pay their dues, but due to limited income and financial constraints, they are unable to make the entire payment at once. Such families deserve a compassionate and humanitarian approach,” Bilal Bhat said.

 

He appealed to the Hon’ble Chief Minister and senior authorities of KPDCL to consider a provision whereby eligible consumers may deposit a reasonable part of their outstanding dues and have their smart meters connected/reconnected, while being permitted to clear the remaining amount through a structured payment arrangement.

 

Bilal Bhat further requested the authorities to consider a special amnesty/relief scheme for genuinely vulnerable and economically weaker households, particularly those facing prolonged financial difficulties.

 

He emphasized that the objective should be to balance revenue recovery with humanitarian considerations, ensuring that economically distressed families are not pushed into further hardship.

 

“I have personally witnessed the distress among several families who are struggling to manage their basic household expenses. I sincerely request the Hon’ble Chief Minister, Chief Engineer KPDCL and Managing Director KPDCL to kindly intervene and consider this matter on humanitarian grounds,” he added.

 

Bilal Bhat expressed hope that the concerned authorities would positively consider the genuine concerns of the public and introduce a practical, compassionate and consumer-friendly mechanism for eligible families.
